If the UDID your device is not activated as registered device in iOS Provisioning Portal, you will most likely getting this error on iTunes after restore to iOS beta.

We’re unable to complete your activation.
This device is not registered as part of the iPhone Developer Program.
If you are a member of the Program, please register your device in the iPhone
Developer Program Portal.
In order to install iOS beta version (such as iOS 4 beta or iOS 5 beta), you will need to be registered as iOS developer and add device ID (UDID) to provisioning portal.
Otherwise, if you don’t want to pay $99 only to let you trying new features iOS beta version, you can ask existing developer (family, friends, someone forum, etc) to add your device to provisioning portal for free. So you have downloaded iOS 5 beta 1, download and install itunes 10.5 beta, and restore iOS 5 through shift + restore method.
Now, all you have to do is activate UDID of your device (if you haven’t done so) through some online UDID activation service for a few bucks.

Click on serial number and you will see the UDID of the current device. Click Edit → Copy on iTunes menu bar to copy your UDID.

Apple allows a developer account to test beta iOS apps up to 100 iDevices. Well, if you are apple’s paid developer, you can simply put your UDID and activate it in Apple’s Dev Center. But, if you are not apple’s paid developer? Simply register as apple developer, but it’s not free. You need to pay $99 to be Apple’s Paid Developer.
