I try to put in my ip address to the boot command and it keeps saying connection refused. What do I do? I keep trying but it keeps saying that.

i have an iphone four which beleive has been unlawked and jail breaked but the micro tmobile sim card is making itunes saying that that sim card is not supported and wont work help please
